It would make spotting enemies from behind walls a much safer task, and it is an intuitive action in the real world. Leaning over walls is also something I wish to see. IIRC, most of times I've snuck up on people, I was standing. I always thought it was stupid you absolutely have to crouch in close quarters even when the enemy has their back to you, in order to not be detected by them. I also think sneaking should have effect while standing up. So my suggestion is to simply get rid of it in Fallout 4, seeing as how it's such a cheap mechanic. The games feel much better without this sneak meter, through HUD mods, and less like cheating, which the sneak meter honestly is.
